    Responsibilities


    This recruitment is for one position with the VHA Regional Procurement Office (RPO) West, Network Contracting Office (NCO) 17 located at:
    124 E. Hwy 67 S. Suite 100 Duncanville, Texas 75137.
    Candidates may be referred to the selecting official based off the number of applicants.
    The first 100 applicants will be reviewed. Additional candidates may be referred based on hiring needs.
    Procurement Technician / PD# 09014-A
    Serves as a Procurement Technician performing a wide variety of procedural, technical and administrative work in support of contract specialists, officers and administrators. Work typically involves a variety of contract types such as fixed price, task orders, blanket purchase agreements, and basic ordering agreements. Responsible for maintenance of the item and vendor files in IFCAP. The incumbent works within the established policies and procedures to complete a wide variety of administrative tasks (e.g., performing market research, pre-award surveys, past performance, reference checks). The incumbent coordinates the Background Investigation process for contractor employees, including the tracking of all requests for investigation. The incumbent works with established policies to construct new contract files, reconstruct incomplete contract files, review contract files for completion against established indexes and checklists, etc. Maintains the COTR log for the facility and and sends out notices to individual COTR's whose certification is ready to expire. Coordinates the administration of Privacy, Cyber-Security, CBI, and any other required training for applicable contractor employees. Recommends payment or nonpayment of contracting invoices based on evaluation of contractor's progress and initiating paperwork process. Gathers and organizes solicitation information as requested by the procurement staff (e.g., documentation required for pre-bid meetings, wage rate requests, etc.).Performs contract follow up duties. Provides technical support and assistance to contracting personnel.

    GS-07grade level: One year of specialized experience (equivalent to the GS-06 rade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
    Specialized experience includes:
    Knowledge and skill to independently perform numerous tasks and assignments to completion simultaneously. Knowledge of the organization's programs and technical requirements sufficient to plan and carry out a procurement program. Advise technical representatives in procurement planning and preparation. Knowledge and skill to perform standard mathematical calculations. Knowledge of Regulations as they apply to contract solicitation and administration and the ability to apply them in situations lacking precedent (i.e. knowledge of supporting documentation for modifications, amendments and abnormal situations). Experience with construction and service type contracts, sole source contracts, small purchase procedures, requests for quotations and requests for proposals. Knowledge of contractor's responsibility in performance of contracts (i.e., payrolls, progress payment amendments and modifications). Knowledge of Davis-Bacon and Service wage rates and their applicability of the various geographical areas within the region; knowledge of the wage rate determination process. Experience in customer service techniques and communication skills.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
