Position Summary

The Director of the Information Technology Field Program and Project Delivery is accountable for supporting ’s business vision by leading a team of Program and Project Managers, increasing capabilities through the deployment of field application and infrastructure projects by adhering to a framework for project delivery and governance that will support all stakeholders, product and project teams to improve the probability of successful delivery. The Director provides management & business clear insights into the drivers of business, financial, and compliance performance and risk. Additionally, they will manage day-to-day activities to ensure IT programs and projects meet organization goals and requirements and lead a team to collaborate with cross functional teams to provide end-to-end program and project support, operational financial support and analysis & governance. The successful candidate will provide leadership and involved in the supporting strategies, development, design, testing, implementation, maintenance, support, and operations of 's systems field infrastructure and applications.


Reporting Relationship

This position will report to the Sr Director, IT Maintenance, Construction & Project Delivery.


Job Responsibilities

  • Directs a department of Program and ESC Represented Project Managers to deliver on Field Infrastructure Projects for IT and the Lines of Business. Involved in strategic partnership with Lines of Business interfacing with IT to understand and deliver infrastructure projects to support business processes, user needs, and system requirements. Involved in high level prioritization of IT department projects.
  • Promotes Safety first culture for public and personal safety. Ensure teams are compliant on all training.
  • Responsible for the management, strategy and execution of the Field Infrastructure Program and Project Delivery Team. Team includes employees, contractors and vendors.
  • Acts as a liaison and conduit for information flow between the department team and the rest of the IT and business community, as well as with appropriate external stakeholders; manages the efficient and effective resolution of issues.
  • Directs Team and accountable for the successful implementation of complex and highly visible, high impact new/enhanced systems on time, in scope and within budget.
  • Accountable for compliance to standards/regulations and governance processes within Program and Project Delivery organization. Ensures communication to the departments and alignment with the OCIO PMO to meet compliance.
  • Partner with the PMO Financial Team on budgeting, forecasting, and monthly reporting processesensure accuracy and predictability of results and key metrics.
  • Accountable for team managing a large IT project budget including accurate and timely forecasting.
  • Develops and maintains department performance metrics. Presents business system and team performance metrics to Senior Leaders.
  • Accountable for negotiating conflicts and ensuring identified issues are resolved.
  • Ensures plan for appropriate resource management and predictability.
  • Ensures that the project/program outcome reflects the goals of the organization/business.
  • Establishes Development Plans for staff.
  • Engages in creative approaches to problem solving and quality deliverables supporting business needs.

Background Qualifications

Minimum:

  • Bachelor’s Degree in Finance, Accounting, Economics, Business, Project Management, Computer Science, or other related field.
  • 8 years of experience in Information Technology, Finance, or IT project/program management or infrastructure/operations experience including at least three (3) years’ experience managing large projects/programs in a timely, cost-effective and solutions-oriented manner.


Desired:

  • Bachelors Degree in job-related discipline or equivalent experience
  • Utility industry experience, regulated
  • ITIL certification
  • PMI PMP certification
  • Lean Six Sigma Certification
  • Extensive knowledge of spreadsheet software, data visualization tools, scheduling tools
  • Extensive knowledge of financial modeling methodologies & techniques
  • Thought leader with a view to creating a viable Planning service for successful project and program delivery
  • IT Infrastructure experience in Voice and Radio Platforms, Data Networks including transport systems such as Microwave and Fiber


Knowledge, Skills, and Abilities:

  • Experience in program management, financial management, &/or product/project analysis
  • Proficient in conceptualizing creative solutions, as well as documenting them and presenting/selling them to senior management
  • Demonstrated ability to develop and manage to budgets
  • Demonstrated ability to explain necessary trade-offs and balances between immediate and tactical needs or issues with leaders
  • Capability to track project benefits realization and lessons learnt activities to feed into ongoing improvements
  • Experience leading teams, people, projects, and developing people and their careers
