    Duties Summary

    The primary purpose of this position is to serve as the senior budget analyst in the numbered air force (NAF) budget office, performing a variety of budget functions involving the formulation, execution, and analysis of budgets for substantive programs and support activities and to provide a MAJCOM focal point for advice and tracking of the NAF's budget. Assist NAF Budget Officer in performance of duties.

    Responsibilities
    • Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates and funding needs for assigned organizations/programs for one or more future years into a consolidated budget request.
    • Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures from the budget and review of requests for allotments of funds for distribution.
    • Provides advice, assistance, and guidance on budgeting and related information.
    • Conducts analyses, reviews, and special studies of budget and/or related information.
    • Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

    Qualifications QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
    SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes applying financial analysis, and review reports, documents records, data or other materials for authenticity. Applies laws, regulations, policies, standards or procedures to specific financial issues. As well as, a detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionment; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations
    OR
    EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts.
    OR
    COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. A detailed intensive knowledge of commonly used budgetary methods, practice; procedures, regulations, policies, precedents, guidelines and processes to formulate, justify, and execute the budget for assigned budget accounts.
    2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to NAF programs/organizations.
    3. Skill in the selection and, application of analytical methods and techniques to analyze and evaluate budgetary processes.
    4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alte1I1atives, and make recommendations to resolve budget/funding problems.
    5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
    6. Knowledge of computerized or automated budget and financial systems.
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

    • Must be certified within 120 days of anticipated discharge
    • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
