Transportation Technical Specialist, Test Lab, 20057542
Job Duties In the District 6 Construction Test Lab, inspects simple construction projects (e.g., two lane resurfacing, rehabilitation & relocations) to ensure contractor compliance to plans, notes, & specifications related to pavement & structure materials; (e.g., examines plans, verifies calculations, checks quantities, estimates costs; conducts material testing). Conducts tests to ensure contractor compliance to State & Federal, ODOT regulations/specifications pertaining to asphalt & aggregate sampling requirements & plan specifications (e.g., applies knowledge of material testing procedures & material specifications to verify contractor submitted material data). Approves use of contingencies (i.e., quantity & plan design). Uses a computer & related software (e.g., Microsoft Word, Excel, SiteManager) to enter daily work & prepare reports & letters to contractors &/or material suppliers. Recommends mix designs, new material utilization & application base on testing results. Performs required testing on asphalt, aggregate, &/or concrete materials; (e.g., AASHTO T-168Sampling Bituminous Paving Mixtures, AASHTO T-27 ¿ Sieve Analysis of Fine & Coarse Aggregate, AASHTO T 30 ¿ Mechanical Analysis of Extracted Aggregate, ASTM D2726 ¿ Bulk Specific Gravity & Density of Compacted Bituminous Mixtures using Saturated Surface Dry Specimens, AASHTO T 209 ¿ MSG (Rice method), ASTM 2172 ¿ Quantitative Extraction of Bitumen from Bituminous Paving Mixtures, ASTM 2041 ¿ Theoretical Maximum Specific Gravity of Bituminous Materials, ASTM D4125 ¿ Asphalt Content of Bituminous Mixes by Nuclear Gauge, ASTM 3203 ¿ Percent air-voids in Compacted Dense & Open Bituminous Materials, ASTM C39 ¿ Compressive Strength of Cylindrical Concrete Specimens, ASTM C78 ¿ Flexural Strength of Concrete); Verifies contractor RAP sources & tests RAP composition using reflux analysis; Maintains knowledge & operation of asphalt & aggregate testing equipment (e.g. Mechanical Sieve Shakers, Asphalt Ignition Oven, Nuclear Gage, Centrifuge). Maintains asphalt testing documentation (e.g. enters & verifies testing data for samples on TAS (Testing Administrative System), keeps records of & compares sister test sample results with contractor plant results & notifies supervisor of discrepancies, researches existing records to provide detailed information to Testing Engineer). Maintains inventory of lab equipment & identifies testing equipment failures & needs. Acts as liaison between Office of Material Management (OMM), contractors, material suppliers, & project personnel (e.g., answers questions, provides guidance & assistance for contract plans & asphalt material specifications). Visits plant/project sites to perform work in support of Test Lab QAR team (e.g. asphalt pavement inspection, verification of project data, gathers field data for pavement evaluation studies, Concrete plants). Coordinates liquid samples (e.g. creates sample Identifications, tracks sample frequency, Identifies deficiencies) for OMM. Assists in the preparation & presentation of annual training programs. Attends seminars/training to update knowledge in testing technology & to maintain certifications. (e.g. ORMCA, Aggregate 1, 2, 3, Asphalt 1, 2,3, ACI & Concrete Strength. Performs related duties to facilitate the operational needs of Test Lab. Qualifications Completion of associate degree program in engineering technology; 2 yrs. engineering related technical experience in construction/rehabilitation/maintenance or planning & design of civil engineering projects or materials testing, with experience commensurate with position to be filled.
Or 4 yrs. trg. or 4 yrs. exp. in engineering related technical experience in construction/rehabilitation/maintenance projects or planning & design of civil engineering projects or materials testing, with experience to be commensurate with position to be filled.

Knowledge of engineering technology; OSHA safety practices*. Skill in use of computer, CADD & drafting equipment. Ability to understand civil engineering technology; use statistical analysis; comprehend & interpret plans & specifications to conduct simple inspections or design simple plans; cooperate with co-workers on assigned planning & design functions or projects.
(*)Developed after employment. There will be a structured interview conducted for this position. This position is overtime eligible based on FLSA standards. The hourly wage for this position is not negotiable for external applicants. The starting wage will be the hourly rate on the posting.
