Performs technical accounting duties in order to compute and enter all aspects of payroll including, but not limited to, downloading timesheets into a financial system; balancing hours between systems; auditing timesheets; entering employee maintenance, benefits, and deductions; computing payout figures, adjustments, and garnishments; and processing payroll.
Audits information entered into the payroll system to ensure City Policy, Collective Bargaining Agreements, and Federal and State Laws are followed.
Reconciles and disburses checks to insurance companies, Social Security, Retirement system, deferred compensation, and other agencies as required.
Compiles, reconciles, and forwards required State and Federal reports quarterly and annually.
Researches, reviews, and computes all adjustments as needed; makes recommendations to the supervisor and provides an explanation of calculations to employees.
Compiles financial data for the preparation of various journal entries.
Responds to numerous requests for payroll information; and uses computer programs to generate special reports on request.
Uses computer word processing and complex spreadsheet applications extensively in the performance of job duties, which requires repetitive hand/arm movements for long periods of time.
Researches and compiles payroll and staffing information quickly upon request.
Assists with Position Control maintenance; and compiles information as necessary for budget purposes.
Prioritizes job duties to meet federal and state reporting requirements and contractual obligations.
Maintains knowledge of laws and procedures governing public sector payroll and reporting requirements, accounting systems, BARS, and municipal budgeting procedures.
Safely operates office machinery including, but not limited to, computers, 10-key machine, calculator, photocopier, and facsimile machine.
Maintains accurate payroll and accounting files and other records according to the state retention schedule.
Verifies cash posting and account maintenance to daily audit reports.
Accurately enters information into the computer system.
Works courteously and effectively with City officials, employees, and the public.
Plans and organizes work for routine tasks, meeting established timelines and goals.
Performs special projects upon request.
Provide internal controls for Finance Department staff for electronic transactions; coordinates with financial institutions on incoming and outgoing electronic funds transactions.
Maintains confidentiality regarding sensitive information and confidential records.

Due to internal and external customer service needs, the incumbent must be able to work a full time schedule, on-site (appropriate City worksites).

= Primary function
Associates degree in accounting, or closely related field, AND three (3) years payroll experience; OR any combination of relevant education and experience which would demonstrate the individual's knowledge, skills, and abilities to perform the essential duties listed above. Operating a 10-key by touch is required. Municipal payroll experience is highly desirable. Certified Payroll Professional (CPP) is highly desirable. Must be bondable.
Works indoors in a clean, climate-controlled workspace. Frequently required to use hands-to-finger, feel or handle writing utensils, computers and office supplies which require repetitive arm, wrist and hand movement. Occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend or crawl. The employee is occasionally required to lift or move up to 20 pounds. Position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. Employee is required to maintain confidentiality of information within the department. The employee may be required to deal with irate, disgruntled and sometimes hostile individuals requiring the use of conflict management skills. Employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure and tact, patience and courtesy at all times.
