MDH Behavioral Health Administration, Catonsville MD

Main Purpose of Job

This position will work with the Director and Assistant Director of the Clinical Services Division and Office Directors with fulfilling the mission of the Behavioral Health Administration (BHA) and the Division by collaborating with internal and external partners, preparing ad hoc and other reports for grants, special projects, or legislative mandates. This position will be the lead for researching information needed by program staff for reports and grants, reviewing legislation, assisting in the preparation of written responses, coordinating responses to clinical requests, and special projects, and providing feedback and recommendations to improve the quality of clinical services. This position will use data driven research to recommend policy formulation and revision of existing policy, services or programs. This will include assisting in the development of the Administration's policies regarding effective programmatic practices and evaluating and analyzing data from Statewide initiatives to ensure initiatives are in compliance with the Administration's policies and appropriate practices. This position will also assist with tracking and monitoring tasks, managing staff assignments for monitoring of conditions of awards (COA), assist program staff with developing and/or updating conditions of awards, scope of work, assist Clinical Service Managers with preparing site visit reports, and participating in the local behavioral health authorities plan reviews. Duties will also include assisting with writing and preparing federal grant applications, as assigned by the Director of Clinical Services.


Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes: 1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.


The preferred candidate should possess experience evaluating behavioral health care policy (State or National level), experience writing technical reports, issuing briefs or grant applications. The candidate should also possess experience using data and data analytics to inform decisions and have excellent written and verbal communications skills.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the .
