    The primary purpose of this position is to serve as a Command headquarters level action officer as a manager of the FGC/CC command volunteer force execution program to include providing guidance for the development,validation,deployment, coordination, and reporting of forces required by operational or contingency plans in support of lead MAJCOMs or Combatant Commanders.

    Responsibilities
    • Serves as primary focal point for (AFRC) Force Generation Center, Support Division responsible for verification and validation of force execution through Military Personnel Appropriation,Joint Operations Planning and Execution System deliberate.
    • Responsible for verification and validation of force execution through Crisis Action Planning, Execution Segments,Command Management Allocation System,Air Force Reserve Order Writing System and the Commander's Resource Integration System.
    • Manages the Man-Day Program for the Command and Force Generation Center.
    • Manages a Multifaceted Allocation System for HQ AFRC.
    • Reconciles Military and Reserve Personnel Appropriation(s).
    • Attends and participates in meetings, conferences and briefings related to data system support of wartime requirements.

    Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,Administrative and Management Positions.
    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes verifying and validating Joint Operation Planning and Execution Segments (JOPES) data; ensuring the command complies with all levels and applicable war planning and execution directives; establishing and maintaining Command Management Allocation System (CMAS) processes; developing requirements for extracts from data systems; budgeting, requesting, allocating, and obligating accounting of man-days; identifying the need for crisis adjustments and/or changes in priorities and takes the appropriate action to implement change; routing fund sites and bulk Military Personnel Appropriation (MPA) days to units; analyzing personnel data extracted from data systems in order to provide recommendations and information to senior leadership.

    master's or equivalent graduate degree

    2 full years of progressively higher level graduate education leading to such a degree

    COMBINATION OF EXPERIENCE AND EDUCATION.
    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of command reserve program operations and pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources, e.g., personnel and funds.
    2. Knowledge of war/contingency planning and data systems and the associated techniques and tools for managing these processes.
    3. Extensive knowledge of AFRC activities and missions, and reserve organizational structure, functions and policy directives, in addition to a thorough understanding of the AFRC IMA and unit reserve programs.
    4. Knowledge of MPA/RPA financial/ budgetary methods, practices, procedures, regulations, policies, and processes.
    5. Ability to research, analyze, interpret and apply rules, regulations, policies and procedures to resolve war planning, volunteer force and CMAS issues and problems.
    6. Ability to communicate effectively, both orally and in writing for the purpose of working effectively with civilian and military personnel at the highest command levels within USAF, MAJCOMs and COCOMs.
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education
