    Responsibilities

    As a Human Resources Officer in the United States Attorney's Office (USAO), you will join a well-respected team that is responsible for providing a variety of human resources services to the United States Attorney's Office, District of Colorado. The Human Resources Unit is also designated as a Delegated Examining Unit (DEU) that oversees the delegated examining activities of other United States Attorney's Offices.
    Typical work assignments will include, but are not limited to:

    • Serving as the authoritative consultant and key advisor to all management officials within the District on all functional areas of Human Resources management.
    • Supervising a Human Resources Staff, making final technical decisions on work problems and products.
    • Reviewing work in progress or upon completion to ascertain problems in accuracy, adequacy, and adherence to procedures and takes appropriate corrective action.
    • Planning, developing, and administering an effective recruitment and retention program, which includes Merit Staffing and Delegated Examining.
    • Providing guidance on position management and classification of positions.
    • Providing advice and assistance on performance management and employee relations.
    • Administering a benefits program.
    • Administering guidance on compensation and leave.
    • Initiating, coordinating, and overseeing special studies, programs, and studies and facilitating the implementation of new or revised policies and programs.

    • You must be a United States Citizen or National.
    • Background investigation, credit check, and drug test required.

    • If selected, you will be subject to the satisfactory completion of a one-year supervisory or managerial probationary period unless this requirement has been met previously.
    Qualifications GS-13: To be eligible at the GS-13 level, you must meet one full year of specialized experience as defined below.
    Specialized Experience: One full year of specialized experience equivalent to the GS-12 level.
    Specialized Experience is defined as providing comprehensive management advisory and technical services in regard to Human Resources laws and regulations; applying analytical and problem solving methods and techniques; and presenting findings or recommendations related to staffing and recruitment AND two or more of the following areas: position classification, employee relations, performance management and recognition systems, records management or administration, employee benefits and compensation and leave.
    Examples of specialized experience include: providing advice on recruitment strategies and retention programs; preparing and/or reviewing vacancy announcements for adherence to regulations; providing position management and classification services; providing advice/guidance on employee relations issues; managing an employee performance and recognition program; administering guidance on pay and leave; providing advice regarding employee benefits and retirement; maintaining personnel records and reviewing personnel actions; and conducting research to solve complex human resources situations.
    The preferred candidate will also have experience in the following Human Resources areas and/or systems:
    • Advising executive and senior management in regards to Federal Civilian Human Resources laws and regulations and
    • Developing, conducting and/or implementing a wide range of Human Resources training for subordinate staff and
    • Coding and approving a wide range of personnel actions using a variety of automated systems and
    • Using USA Staffing
