The Director of Talent Acquisition & Mobility will lead a team with ownership of setting a compelling recruiting strategy and efficient operating model. The role will be responsible for the full recruitment life cycle and will ensure the function has the right capabilities to enable an optimized candidate experience.
The Director of Talent Acquisition & Mobility will be influential at the Sr. Management level with the ability to implement tactically at the ground level. The ideal candidate will be knowledgeable of current and emerging trends in talent acquisition, and a reputation for producing exceptional results by hiring the best, diverse talent. Additionally, this position will need strong knowledge of immigration, tax implications, and assignment provisions to provide oversight of our Global Expat program.
  • Partners with HR Operations leaders and HR Business Partners to identify workforce needs, hot skill areas and capabilities required to strengthen the organization and prepare for future needs
  • Manages key talent acquisition campaigns including but not limited to critical executive new hires, global new graduate/internship hiring, military Veteran outreach, and strategic diversity and inclusion hires.
  • Manages, motivates and develops a global talent acquisition team of Recruiters & Specialists.
  • Leads the strategic direction of recruiting in alignment with long-term business and workforce plans, factoring in market challenges and risks.
  • Assesses and improves the talent acquisition operating model to ensure an exceptional candidate experience and meet our internal client’s needs.
  • Continuously evaluates processes and utilize sound metrics to drive improvement, think beyond the status quo, question how things might be different, and develop creative ideas for alternatives.
  • Partners with HR technology and makes recommendations on enhancement, utilization and full optimization of recruitment technology systems.
  • Contributes recommendations for effective talent acquisition processes and workflows that strengthen the company’s ability to quickly and effectively attract, assess, select, hire and onboard talent.
  • Establishes sourcing and recruiting research strategies to create a viable, sustainable pipeline of exceptional, diverse talent.
  • Educates stakeholders and promotes Talent Acquisition policies on topics such as agency use, job posting requirements, Affirmative Action and social recruiting.
  • Ensures legal compliance with regard to all talent acquisition initiatives and Affirmative Action planning.
  • Set strategy and manage outsourced mobility program including vendor management and working with our managed service provider on international assignment structuring, presentation of researched conclusions and recommendations of alternative courses of action or changes in policies & provisions.
  • Oversight of Global Expats and Project Hire assignments.
  • Develops and maintains relationships with Hiring Managers, HR Business Partners and Key Stakeholders including Shared Services Team who support Talent Acquisition processes and key HR Operations team members who support mobility services.
  • Partners with Corporate Communications to develop Fluor's employment brand and establishes strategic social media presence as required.

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and eighteen (18) years of work-related experience
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Proven experience communicating with impact to Sr. Level Management audience will be essential
  • Strategic thinking, business acumen, consulting, coaching and analytical skills are a requirement.
  • Knowledge of employment and immigration laws and OFCCP requirements.
  • Oversight of expat mobility program with strong knowledge of immigration, tax implications, and assignment provisions.
  • Strong understanding of recruiting best practices, sourcing techniques and solutions, lifecycle methodologies, and related systems administration.
  • Demonstrated understanding of business process outsourcing and strategic shared services execution model in a multi-national environment.
  • Must have demonstrated leadership and change management skills.
  • Experience managing multiple vendor contracts for outsourced services.
  • A demonstrated track record of developing and hiring talent, and experience managing a large team.
  • Strategic thinking and results oriented mindset, with an ability to relentlessly focus on priorities and deliver sustainable results.
  • Exceptional leadership presence with the ability to forge cross-functional partnerships.
  • Client relationship skills including the ability to manage client expectations; proactively recognize client needs and adapt quickly.

  • Ability to travel as needed.

Preferred Qualifications

  • Accredited four (4) year degree or global equivalent in Psychology, Education, Human Resource (HR), Industrial Relations, or related fields
  • Advanced degree in Organization Development, Instructional Design, Psychology, HR, Education, or related fields
  • Senior Professional in Human Resources (SPHR), Global Professional in Human Resources (GPHR) certification, or applicable HR accreditation
  • Certification in various leadership, management, and professional training programs
  • Participation in professional associations, meetings, and conferences
  • Demonstrated high level of interpretive thinking, mature judgment, problem solving, and conflict resolution skills with the ability to provide high quality independent analysis, conclusions, and recommendations
  • Skill demonstrating the capability to run a medium to large project
  • Effective presentation skills including public speaking and excellent written and oral communication skills
