Full Description :

VDOT Northern Region Operations Maintenance Management Section is seeking a qualified technician to guide and direct field contract personnel. Review completed contract work. Address and document contractor performance issues. Review requirements from managers on prospective maintenance items and identify contract specifications in order to complete contract documents. Communicate with contractors to discuss questions, resolve conflicts, and to review and respond to citizen concerns regarding contract related issues. Review safety issues and communicate to contractor. Perform contract monitoring, field inspections and audit of operations based on performance data. Monitor compliance with established standard operating procedures.

Coordinate field inspection activities with other maintenance staff and managers, contractors, and monitor staff. Serve as liaison to facilitate resolution of contract-related matters with internal and external parties. Compile reports to inform of contract status, expenditures, percent completion, etc. Provide data and input for use in and assists with formulation of service, RAAP and SAAP contracts. Assist with the development of contracts. Develop cost estimates for management. Update computer records. Provide estimates and documentation for reimbursement of expenditures.

Compile and review field data to assist in development of future contracts. Review, edit and provide input on Standard Specifications and Copied Notes. Respond to requests for input, data and comments from contract development-related decisions. Validate contract invoices, audit service level agreements. Respond and perform duties during emergencies and incident management involving Traffic Field Operations field assets.

Minimum Qualifications

Experience in an operations maintenance environment and working with contracts for traffic control devices and contract administration. Considerable knowledge of traffic control devices, their operation and maintenance, contract components and field inspection techniques and practices. Knowledge of work zone safety requirements with ability to instruct others in work zone safety. Ability to supervise/oversee contract personnel, programs and budgets. Ability to read and interpret contracts, plans and relevant standards, policies and legal requirements. Ability to maintain a variety of detailed records and perform mathematical measurements and calculations. Proven ability to track and report current contract expenditures. Ability to communicate effectively orally and in writing. Skill in the use of personal computers to maintain records, prepare basic reports and correspondence. Ability to work in a fast paced, urban environment. Valid driver’s license required.

Preferred Qualifications

Experience with Intelligent Traffic Systems (ITS). IMSA Level I Construction certifications. High school diploma or equivalent combination of education, training and/or experience which demonstrates the ability to perform the job.

Special Requirements

Fingerprint based background check, references, work history, and DMV driving records will be verified. All employees are required to work during emergency operations, which may include work outside normal work hours; assignments may vary based on business needs. Telework options to be determined by manager according to business need. Additional positions may be filled from this recruitment.
